Something i actually found amusing looking into item drops is that one of the best places to find Tals Ammy is normal cows due to the ilvl of the ammy. Mrllama actually is doing a magic find thing last month or so trying to collect every item and he goes over everything on his live streams as well. There are sites that will tell you drop rates on every item and who drops it best. Gheeds best drop is off Andy Hell and Shako is off Meph i'm pretty sure with like a 1/750 drop rate. I know after playing for years and magic finding for fun i've gotten them off hell meph the most by far. Coupled with any of those sources, the Rain of Starless Skies lets your build spam Core Skills against Elites and bosses with little issue.I don't know who would drop it best there are plenty of item calc you can google to see who exactly has best chance to drop it. Ice builds can pair this with the Frigid Breeze and Avalanche passives, fire builds can use the Fiery Surge passive and the Engulfing Flames Aspect, and lightning builds can use Crackling Energy to restore mana.
